Dear Armande: Please see our
brief in the second appeal filed yesterday in the Court of Appeals for the
District of Columbia. This appeal addresses the issues regarding the Inspector
General's report and our position that the Court should consider the report in
our estoppel claim against the government. The Court previously granted our
motion for expedited briefing so that we could maintain the May 11th date for
oral argument. The government's brief is due shortly and I will forward it to
